560th Air Base Wing Flight Plan 2028

          This is the Flight Plan 2028 of the 560th Air Base Wing.

 

          As a background, the idea of constructing what is now BGBNEAB was the brainchild of the late President Ramon Magsaysay in the early part of 1968.

 

          The late president envisioned of putting up a major airfield in the Visayas, which will be suitable for both military and commercial aircraft operations. Thus, in 1958, the construction of Mactan Airfield began and was completed in January 1961. Subsequently, on 01 September 1961, Mactan Airfield was officially renamed as Mactan Air Base. This was accompanied by the establishment of the 561st Air Base Squadron, the pioneering unit to occupy the base. The late BGen Lucio S Java, then a lieutenant colonel, took his place in the history of the Philippine Air Force as the first base commander of Mactan Air Base.

 

          On 01 April 1965, the squadron was reorganized as the 560th Air Base Group. On 01 September 1967, the 560th Air Base Group was upgraded to the 560th Composite Tactical Wing. The 560th Composite Tactical Wing was then re-designated as the 2nd Tactical Operations Wing under the 2nd Tactical Operations Command. Likewise, on 01 August 2007, 2nd TOW was re-designated as the 560th Air Base Wing and placed under the command and control of the Headquarters 2nd Air Division.

 

           The mission of the 560th Air Base Wing is to manage, operate and maintain the base facilities and provide support services and security at Brigadier General Benito N Ebuen Air Base. In order to accomplish this mission, the 560thAir Base Wing performs the following functions: 1)provides base support services; 2) implements plans and programs for the administration and operation of base facilities; 3) operates the base morale, welfare and recreational facilities; 4) provides base health services; 5) provides aerodrome services and conduct fire crash and rescue operations; 6) provides command, control and communication system for the base; 7) plans and supervises the repair and maintenance of the base facilities;  8) participates in the rehabilitation and relief operations; 9) conducts military operations in its area of responsibility; 10) plans and supervises the base internal and external security requirements; and 11) performs other functions as directed by the headquarters, 2nd Air Division.

           After a thorough assessment of our current operational readiness and present capabilities, it was found out that 560th Air Base Wing needs to address its limitations and aim towards a complete transformation. The Wing could provide manpower and logistical requirements to support basic services to organic, attached, tenant, and transient AFP units in BGBNEAB; however, the unit is still very limited in terms of providing support assistance to immediate communities surrounding it. During calamities and disasters, this unit participates in HADR operations which requires the deployment of resources, both human and materiel. The disaster relief and rehabilitation operations capabilities of this unit still needs improvement in terms our equipment and the knowledge and skills of our personnel. Further, the Wing lacks the necessary resources (e.g. precise weather forecast instruments, aerodrome, AGE, communication and heavy equipment) in order to effectively deliver adequate services to all units in BGBNEAB. The base is also limited in terms of facilities that will cater to transiting forces both local and foreign, thus, it is imperative for the transformation of the base to address these issues.

 

            Following the 560th Air Base Wing mission to manage, operate, and maintain the base facilities and provide support services and security at Brigadier General Benito N Ebuen Air Base, this Wing has assessed and identified tasks for the support and core processes in the 560th Air Base Wing Flight Plan 2028 Strategy Map. To ensure the accomplishment of the flight plan, the balance perspectives from both the support and core processes that were identified have to be addressed. The tasks for the support processes were mainly derived from the Wing’s mission and functions. The Wing aims to instill the InSTEP Core Values for every airman to acquire the necessary knowledge, skills and attitude in order to perform their respective duties and responsibilities.  Compliance and observance at all levels is also the Wing’s objective. In the area of budget and finance, this unit intends to secure adequate funding for the  upgrade of base facilities, procurement of equipment and accomplishment of the Flight Plan 2028. This unit is targeting to maintain the conduct of programmed CMO activities in order to gain adequate stakeholders support through interagency coordination and  strengthened collaboration, thus  fulfill our  strategic communication goals.  From our personnel perspective, we hope to upgrade and sustain personnel requirement based on rank, skills, fill-up rate and realignment with the corresponding AFSC as required in the Unit MAV/UMD thus increase our personnel readiness by grade and qualification.

            The success of our Flight Plan will also involve the formulation of sound doctrines, SOPs, directives and systems in the management of personnel, equipment and our base facilities. When all these things fall into place, then 560thABW will be able to provide adequate and quality base services while ensuring security and safety within BGBNEAB, maintain our base facilities in support to the morale and welfare of all military personnel and units within BGBNEAB. It is only then that we can finally conclude we have complied with our bases support system accordingly as stated in our Flight Plan. These aspects comprise our balance perspective in the support process.

 

 

            Our perspectives in the core process involve three things: organization, training and equipment. Under organization, we need to reorganize DRUs, train and equip personnel in the conduct of HADR operations within the Visayas Region and other affected areas. For training, it is important that our unit provide adequate unit and individual training relevant to the mission essential tasks in order to accomplish the Wing's mission. Lastly, in terms of goals in our equipment readiness, it is imperative that we upgrade base and aerodrome equipment in order to provide adequate excellent base services and air operations to cater to PAF air assets and transiting military forces both local and foreign.

 

 

             The accomplishment of these tasks from both the support and core processes will contribute to the fulfillment of the 560th Air Base Wing’s  break through goal which is to : Upgrade base equipment from R-4 to R-3 and base facilities from R-2 to R-1 by the year 2022; maintain and sustain excellent Base equipment and facilities by the year 2028 in support to the PAF territorial defense.

 

 

           When these tasks and breakthrough goal have been realized,  560th Air Base Wing’s vision to be the pioneer Support Wing innovator in providing excellent Base and aerodrome services, timely HADR operations and responsive CMO activities in support to the PAF territorial defense, only then that it can be concluded that  the 560th Air Base Flight Plan 2028 has been accomplished.

         For our balance scorecards we have established our baselines in the following areas with its corresponding readiness conditions: for personnel, 66.30% -R3; training, 80.06% - R2; facility, 83.44% - R2; maintenance, 96.62% - R1 and for equipment, 31.29% - R4. Our scorecards states our objectives, key measurement areas, targets and initiatives, accordingly in each area of concern.

             Finally, the flight plan outlines the execution plan and timelines for each perspective starting from the year 2016 as the second base camp progressing to 2017 towards 2022. Once in its full implementation , the 560th Air Base Wing Flight Plan 2028 will set the direction and tempo of what this unit should accomplish, how and when things will be undertaken in order to realize the final outcome in the next years to come.
